Edmund Kirby provided expert evidence at the Public Inquiry as part of a well coordinated team on behalf of four Combined Objecting Authorities comprising Sefton MBC, St Helens MBC, West Lancashire DC and Lancashire CC. The Inquiry opened in November 2008 and ran until February 2009 and was considering the proposal to build a very large Tesco store and related retail park which would have generated significant extra land value to support part of the costs of a new stadium for Everton Football Club. The decision of the Secretary of State rejecting the proposals, which ran counter to sub regional retail planning policy, was issued in November 2009 and vindicated our client authorities’ stance. A satisfactory outcome from the firm’s perspective.
